Training Course for Installers of Thermal and Acoustic Insulation Systems in Siena

The Tuscany Region, in collaboration with accredited entities and with financial support from the European Union through NextGenerationEU, is launching an important professional requalification initiative within the GOL (Guarantee of Employability of Workers) program. Aimed at unemployed individuals and vulnerable workers, the “Course for the Certification of Competencies in the Installation of Thermal and Acoustic Insulation Systems for Opaque Building Envelopes (UC 2173) and the Construction and Consolidation of Masonry Works and Other Related Processes (UC 2179)” seeks to train highly specialized professionals readily employable in the construction sector.

A Comprehensive Training Path for Market Needs

The course, organized by qualified partners such as Assoservizi S.r.l., Eurobic Toscana Sud S.r.l., C.P.I.A. Siena – Poggibonsi, Scuola Edile – C.P.T. Siena, CSM – Toscana, and Formimpresa, addresses the growing demand for professionals capable of competently carrying out interventions to improve building energy performance and consolidate masonry works. The training program, at EQF Level 3, consists of 146 hours of classroom lessons and 96 hours of internships in industry companies, ensuring a practical and immersive approach.

The planned training units include:

  • Health and safety in construction work (16 hours)
  • The construction site and the building process (16 hours)
  • Technology of materials and constructions (20 hours)
  • Execution of complex masonry works (36 hours)
  • Application of thermal and acoustic insulation systems (36 hours)
  • DigComp (22 hours) , for the development of essential digital competencies
  • Internship (96 hours)

Requirements and Beneficiaries

The course is designed for 8 to 11 students. Minimum access requirements include reaching 16 years of age and fulfilling the compulsory education and training requirement (three-year vocational qualification) or reaching 18 years of age. For foreign citizens, knowledge of the Italian language at an A2 level of the Common European Framework of Reference for Languages (CEFR) is required.

The program is specifically designed for various categories of beneficiaries, including:

  • Recipients of social safety nets (with or without an employment relationship, such as NASPI or DIS-COLL)
  • Recipients of the “Reddito di cittadinanza” (Citizenship Income)
  • Fragile or vulnerable workers, including NEET young people (under 30), disadvantaged women, people with disabilities, mature workers (55 years and over)
  • Unemployed individuals without income support for at least six months
  • Workers with very low incomes (the so-called working poor)

A attendance allowance of €3.50 per hour of classroom and synchronous FAD (Distance Learning) is provided, up to a maximum of €250, for unemployed individuals over 55 years old who are not receiving the “Reddito di cittadinanza” or social safety nets. This allowance will be disbursed at the end of the project and only to those who have obtained the final certification.

Enrollment Procedures and Credit Recognition

The enrollment process is divided into two phases:

  1. Access to the GOL Program: interested individuals must enrol in the GOL program exclusively at the Employment Centres in the Tuscan territory. Here, based on the orientation outcomes, they will be directed towards a specific Upskilling or Reskilling pathway.
  2. Course Enrollment: once directed, beneficiaries can enrol in the course by visiting an Employment Centre or an Employment Agency.

It is possible to request recognition of prior learning, according to the procedures established by DGR 251/2023, provided that the request is submitted before or in the initial phase of the course.

Certification and Employment Prospects

At the end of the program, which will take place in the classrooms and laboratories of Scuola Edile – C.P.T. Siena, participants will take a final exam consisting of a written test, a technical-practical test, and an individual interview. To be admitted to the exam, a minimum attendance of 70% of the total hours is required, including at least 50% of the internship hours.

Successful completion of the final exam will lead to the attainment of a Certificate of Competencies for UC 2173 and UC 2179. Even for those who do not pass the exam or interrupt the program, a declaration of learning will be issued, including for the DigComp training unit.

Graduates will acquire transversal and specific competencies that will make them versatile professionals in the construction sector, with opportunities for placement in various types of companies, particularly for restoration and finishing of masonry works. This course therefore represents a concrete opportunity to acquire market-demanded skills and foster professional autonomy.
